The Scottish Veterans' Garden City Association (SVGCA) was founded during the 1st World War by a group of five professional people in Edinburgh who noted the plight of wounded Veterans' returning from the Front who had little or no prospect of suitable accommodation or employment ahead of them. From this a large network of volunteers grew up to raise funds and to acquire land on which to build houses. Local Authorities played a considerable part in assisting this project and have continued to maintain strong links with the Association over the years. The estate currently consists of 608 houses on 74 sites covering Scotland from the English Border to the line of the Great Glen. The houses are administered by 38 local District Committees. The largest District is Edinburgh, Leith & Lothians which looks after 192 houses on 14 sites. At the other end of the scale, there are a small number of Districts with only a single house. Since its foundation, the principal activity of the Association has been to construct and maintain houses for selected individuals, and their dependants, who have served in the British Armed Forces, Merchant Navy, Police or Fire Brigade and who, whilst serving or after completion of service, have been partially or totally disabled or have been discharged from service through ill-health. |

The administration of the Charity is committee-structured, under a Board of Directors (all voluntary and unpaid), and a small Head Office staff, based in Edinburgh. This staff comprises of a Chief Executive, an Office Manager and a part-time Housing Officer. The day to day management of the 608 houses is delegated to the voluntary District Committees who have three responsibilities:- 1). To collect the rents and produce a set of accounts.2). To interview and select new tenants from a list of applicants provided by Head Office.3). To ensure the houses are maintained in accordance with the Board's policies. These policies are laid out in a Manual of Best Practice that gives the Districts up-to-date and comprehensive guidance on matters of policy and procedure in their relationship with tenants and in the letting and management of their houses, enabling the Association to transact its business in a fair and consistent manner. |

Aims & Objectives of SVGCA: Our aim is to provide good quality, low-cost housing. This is achieved by Districts setting rents at about 75% of the equivalent Local Authority level, while maintaing sufficient funding to carry out annual inspections, maintenance and all necessary repairs. Each District is financially autonomous, though grants are available from Head Office for specific projects. |

The Association has recently completed a substantial study to forecast the future housing needs of disabled Veterans. This took the form of a demographic study, a review of our current housing stock and an appraisal of possible development opportunities, with the emphasis, of course, on the provision of properties adapted for the disabled. |
